Formerly Naval Research Laboratory Building 256, which once held a cyclotron and later was the home of the Navy Center for Applied Research in Artificial Intelligence. The latter center placed its name prominently on the building, which has still not been removed.

Note that J building is on the east side of the 18th street (towards the White House). The building is brown granite (not the white building which is the Bank's main building ("MC"), on the west side).
Room J1-050 to the left of the lobby is an open-to-the-public auditorium, which often hosts the Bank's InfoShop events, among others.
